The "Regulations on the Supervision of Central Ecological Environmental Protection" put forward more strict discipline requirements for inspectors.

Why do we need to standardize the supervision work in the form of internal party regulations? Compared with the previous environmental protection supervision plan, what changes have been made in this Regulation? Why make these changes?

  The State Council held a press conference on June 27th. In response to a CCTV reporter’s question, Zhai Qing, Vice Minister of the Ministry of Ecology and Environment, said that it was of great significance that the Central Regulations on the Supervision of Ecological Environmental Protection (hereinafter referred to as the Regulations) was promulgated and implemented in the form of internal party regulations.

  First, inner-party laws and regulations are a general term for all kinds of rules and regulations within the party that regulate the work and activities of party organizations at all levels and party member’s behavior. The promulgation and implementation of the "Regulations" in the form of inner-party regulations is of great significance. The "Regulations" itself is the first inner-party regulations in the field of ecological environmental protection, and it is a milestone with historical significance. The "Regulations" regulate the inspection work in the form of internal party regulations, which fully embodies the strong will and determination of the CPC Central Committee and the State Council to promote the construction of ecological civilization and strengthen the protection of ecological environment. In particular, it is of even greater significance to issue this Regulation before the second round of central eco-environmental protection inspectors is about to start.

  Second, it fully shows that ecological environment protection is an important political task of party committees and governments at all levels. Before the Regulations, there was a plan, and the central eco-environmental protection inspection began with an inspection work plan. In August 2015, with the approval of the central government, the General Office of the Central Committee and the General Office of the State Council issued and implemented the Environmental Protection Inspection Plan (Trial). After three years of hard work as required, the first round of inspections was carried out for the inspected objects. In 2018, 20 provinces (regions) were "reviewed", which should be. In this process, the inspector scheme still played a very important role. In the course of work, we also found some requirements, some work still lacks some detailed regulations, and the legal basis of supervision work needs to be further improved. It is against this background that the Ministry of Ecology and Environment, together with relevant departments, put forward the first draft of the Regulations on the basis of in-depth investigation and study and repeated evaluation and demonstration. After being approved by the central authorities, it has now been officially issued and implemented.

  Compared with the original plan, the "Regulations" have many changes, mainly in three aspects:

  First, more emphasis should be placed on upholding and strengthening the overall leadership of the party in the supervision work. The "Regulations" clearly put forward that the central eco-environmental protection inspector should uphold and strengthen the overall leadership of the party, and the first sentence of Article 4 is to "improve the political position", emphasizing that the inspector should be strict in political discipline and rules, and clearly put forward in the "Regulations" that the central eco-environmental protection inspector group should set up a temporary party branch when it is stationed in the local area to carry out inspections, and the purpose of setting up a temporary party branch is to strictly implement the requirements of comprehensively and strictly administering the party during the inspection period.

  The second is to highlight and emphasize the disciplinary responsibility. In the original plan, there are also requirements for disciplinary responsibility, five requirements for inspectors, and some principled requirements for the inspected objects. In the Regulations, the disciplinary requirements have been greatly increased, and a special chapter has been set up, namely Chapter V, with 9 articles and 10 paragraphs in total, which not only puts forward disciplinary requirements for the inspected objects, but also puts forward clear requirements for the inspected objects, including the central eco-environmental protection inspector group, inspectors, the Ministry of Ecology and Environment, and the central eco-environmental protection inspector office. Among the 9 articles and 10 paragraphs, 6 articles and 7 paragraphs are all for inspectors and inspectors, which account for 67% and 70% of the total articles and paragraphs in this chapter respectively. This "regulation" has disciplinary requirements for the inspected objects, but it still puts forward strict disciplinary requirements for inspectors.

  The third is to enrich and improve the top-level design of the inspector. The original inspector plan focused more on the operational level. Generally speaking, it used to have more than 2,300 words in five aspects. Now the Regulations are more than 5,600 words in six chapters and 42 articles. The "Regulations" are further refined and operability is increased. On the other hand, it pays more attention to the top-level design. For example, it is clear that the central ecological environmental protection inspector is a two-level inspector system, the central level and the provincial level. For example, there are three ways of inspection, such as routine inspection, special inspection and "looking back".

  Therefore, the issuance and implementation of the "Regulations" will lay an important foundation for us to do a better job of supervision.
