　　The reporter asked what new progress has been made in the construction of China’s intellectual property operation system in 2019.

　　Shen Changyu, director of China National Intellectual Property Administration, said that intellectual property work is a chain, which includes creation, protection, application, management and service. Creation is the source, application is the purpose, protection is the core and management is the key. Among them, application is a very important purpose of intellectual property, and it is a key link to promote the realization of intellectual property value and promote economic innovation and development. Relevant statistics show that in recent years, China’s comprehensive development index of intellectual property rights has been continuously improved, and the application of intellectual property rights has made remarkable progress.

　　In 2019, the number of patent transfer, licensing and pledge operations nationwide reached 307,000, a year-on-year increase of 21.3%. The amount of patent and trademark pledge financing reached 151.5 billion yuan, a year-on-year increase of 23.8%. The turnover of technology contracts involving intellectual property rights in China reached 928.69 billion yuan, up 137.7% year-on-year. A number of intellectual property operation projects and platforms are also accelerating. By the end of 2019, the number of key cities for the construction of intellectual property operation service system has increased to 26, and 9 national intellectual property operation platforms have listed 121,000 pieces of various intellectual property rights, with 284,000 registered users. The construction of intellectual property operation system has achieved new results.
