On the evening of November 19, 2016, the reporter interviewed in Pengze Jishan Industrial Park in Jiujiang City and found that the whole park was shrouded in fog and smoke. Shortly after the reporter’s car entered the park, because the window was open, a pungent odor came to my face in an instant, which was suffocating. Although I watched the window immediately, ten minutes later, I remembered that my body had been seriously unwell, and my eyes were dry and my throat was dry, which made me sick again and again.

Established in 2003, pengze county Jishan Chemical Industry Park covers an area of more than 5,000 mu, which is a provincial-level industrial park in Jiangxi. Surrounded by mountains on three sides and adjacent to the Yangtze River on one side, there are 28 chemical enterprises in the park, including medicine, pesticide, printing and dyeing, and 20 enterprises have been put into production, of which 11 have been put into formal production, 9 are in trial production and 8 are under construction. Remember that the vehicle is driving on a smoky road, the visibility is very low, and the lights are emitted through the dense fog, which is less than 5 meters away.
So, where did these pungent and unpleasant smells come from? The reporter looked around the park and found some light spots in the foggy night. When I walked in, I found that the factory was brightly lit and busy, and the roar of equipment was endless. The sky above the factory was completely covered by rolling smoke, which stinked.
The air is so smelly and suffocating that local people told reporters that they have endured such days for many years. Smoky at night and thick smoke during the day, the sky is like a stone, which makes people breathless.
On the morning of November 20, 2016, the reporter came to Jishan Industrial Park again, but the scene in front of him surprised the reporter. The machine stopped and the rumbling sound disappeared without a trace. Last night, the noisy factory was very quiet, the scene of heavy smoke disappeared, the smoke disappeared, and the sky was as clean as a filter.
Just as the reporter was wondering, many workers dressed in vests and sweeping the road appeared in the park, and the park was completely new after cleaning. Local villagers told reporters that such a clean and tidy park is something they have never seen before. Out of curiosity, the reporter went forward to ask the cleaner.

In the next two days, the reporter visited the Jishan Industrial Park every day. Wherever we went, we saw a clean park and orderly production. Even if there was smoke, it was as white as water vapor.
A day ago, it was foggy and smelly, but just one day later, how did the environment suddenly get better here? On November 24, 2016, the day after the environmental protection inspector group left, the reporter once again entered the Jishan Industrial Park. A chimney with the words Xingda is emitting thick smoke. With the wind, a black smoke belt with a width of tens of meters is formed over the industrial park, and it floats away in the direction of Pengze County. Following the black smoke belt, the reporter found this enterprise named Pengze Xingda Chemical Co., Ltd., which is a highly polluting enterprise specializing in the production of dye intermediates, disperse dyes, oil-soluble dyes and acid dyes.
In fact, Pengze Xingda Chemical Co., Ltd. is an enterprise that has been named by the Central Environmental Protection Inspector Group. After entering Jiangxi, the Central Environmental Protection Inspector Group received a report from the masses, reflecting that the sewage treatment facilities of Pengze Xingda Chemical Co., Ltd. in Jishan Industrial Park, pengze county City, Jiujiang City could not treat high-concentration acidic wastewater, and used concealed pipes to smuggle sewage into the Yangtze River.
In September, pengze county handled Pengze Xingda Chemical Co., Ltd. according to the matters assigned by the Central Environmental Protection Inspector Group. There are two main contents: first, the county government of pengze county attaches great importance to the opinions of the Central Environmental Protection Inspector Group; Second, Xingda Chemical Co., Ltd. issued the Decision on Ordering to Correct within a Time Limit for its environmental violations, and ordered it to stop production and rectify in an all-round way, and put it on file for investigation. Without the approval of the environmental protection department, it may not be put into production.
When the reporter investigated, it was found that this enterprise continued to create air pollution just two days after the environmental protection inspector group left. We don’t know how the local environmental protection department re-approved the enterprise to resume production.
In addition to Xingda Chemical Plant, a chimney with the words Jiutong also rises with rolling yellow smoke, and the yellow eye belt is particularly eye-catching in the air. According to the data, Jiutong Carbon was established in 2012, which is a company specializing in the production of combustion improvers for metal smelting. The smoke of the two companies covered the sky in the air, which was really unscrupulous.
The reporter drove into the Jishan Industrial Park, and the more he drove to the center of the park, the more pungent the smell in the air became. When I entered a smoky area, a strong pungent smell hit my face, suffocating, and I felt my eyes astringent and my throat itchy in an instant.
Remember to see that there are 4 or 5 chemical enterprises of all kinds on both sides of this short road of several hundred meters. The density is staggering. The reporter just drove out of a polluted area, and before he could adjust his breath, the smell of rotten eggs and sulfur followed.
In fact, on August 10th, 2016, pengze county Environmental Protection Bureau interviewed the responsible persons about the environmental protection problems of seven companies, including Pengze Xingda Chemical Co., Ltd. and Jiangxi Jiutong Carbon Co., Ltd., and asked the interviewed enterprises to speed up the progress of environmental protection rectification. However, the interview returned to the interview, and the inspector group of the State Environmental Protection Bureau left. Pengze Xingda Chemical and Jiangxi Jiutong Carbon, which expressed their views at the interview meeting, immediately resumed production.
Sewage treatment plants exist in name only, and chemical enterprises are still stealing.
The pollution problem in Pengze Chemical Industry Park has a long history. In 2015, Pengze Chemical Park was exposed to environmental pollution, and the chemical enterprises in the park were close to the village, but they passed the environmental assessment without a safe distance; Sewage treatment facilities exist in name only, industrial sewage is discharged directly into the Yangtze River, and Liu, director of the park branch of the county environmental protection bureau, was suspended.
In June, 2016, Jiujiang Changyu Chemical Co., Ltd. was investigated and punished by Jiujiang Environmental Protection Bureau according to law because the ground washing sewage was not effectively collected and discharged through the rainwater ditch in the factory. In July, the Central Environmental Protection Inspector Group entered Jiangxi to carry out inspections. However, the polluting enterprises began to play hide-and-seek with the Central Environmental Protection Inspector Group.
On November 7, 2016, just two months after the Central Environmental Protection Inspector Group ended the inspection in Jiangxi, the local people photographed with their mobile phones that Changyu Chemical Plant, which had been investigated and dealt with by Jiujiang Environmental Protection Bureau according to law, began to discharge pollutants again. In the weeds under the wall of the sewage treatment tank of this enterprise, a very hidden dark pipe is constantly emitting turbid sewage, and the weeds around the nozzle have turned yellow.
According to the data, Jiujiang Changyu Chemical Co., Ltd. was established in 2006, which mainly produces chemical raw materials, m-aminophenol, resorcinol and other dye intermediates, and belongs to a highly polluting enterprise.
On November 22, according to the report of the masses, the reporter came to Jiujiang Changyu Chemical Plant in Jishan Industrial Park. Inside the wall is the sewage treatment tank, and the catalytic oxidation tower is erected not far away. Outside the fence on the south side of the chemical plant, the nozzle of the sewage discharge is hidden in a pool full of weeds. Although the reporter arrived, the enterprise did not discharge sewage, but because there is no drainage facility, once discharged, the sewage can only flow freely.
During the investigation in Jishan Industrial Park, the reporter found that a drainage channel with a length of about 2 kilometers and a width of 5 to 10 meters is a spillway in the mountains, and now it has become a sewage channel in the park.
The reporter visited along this canal and found four unmarked sewage outlets. The industrial wastewater from many chemical enterprises was directly discharged into the ditch. The industrial wastewater discharged from cement pipes was turbid and yellow, and a layer of white foam floated on the water around the sewage outlets. The silt in the river channel has been dyed deep purple, and a large amount of sewage has been deposited in the channel, constantly emitting a pungent smell.
In addition, the local villagers also told reporters that the enterprises in the park not only blatantly discharged sewage into the flood discharge canal, but also smuggled the sewage directly into the Yangtze River by burying underground pipes.
In April 2015, a reporter photographed a plastic pipe leading to the Yangtze River during an investigation in Jishan Industrial Park, and the black water like ink was directly discharged into the river. The picture was shocking. After the program was broadcast, the local government investigated and dealt with the enterprises involved and dismissed the person in charge of environmental protection.
However, more than a year passed. On the evening of November 20, 2016, the reporter once again came to the place that was exposed a year ago, and passed through the grassy beach. With the weak light of the flashlight, the reporter still found two black plastic pipes with a diameter of more than 10 points on the riverside, which went straight to the Yangtze River.
According to the data, the sewage treatment plant in Jishan Chemical Industry Park started construction in July 2012, and the project investment was 150 million yuan. It should have been put into operation in October 2013, but it has been delayed for more than three years, and it was not until May this year that the bidding was carried out and put into use.
Since there is a sewage treatment plant in the park, and the sewage pipe network leading to various factories has also been built, why do these enterprises have to take risks to privately discharge?

The reporter of CCTV Finance’s "Economic Half-hour" saw in the sewage treatment plant of Jishan Industrial Park that the wall of the newly-built sewage treatment plant had collapsed, and the collapsed debris was accumulated in the flood discharge channel below. Below the slope protection of the sewage treatment plant, there is a discharge outlet with a diameter of 50 cm. The industrial wastewater from the sewage treatment plant is also continuously discharged into the flood discharge canal. There is also no supporting drainage facilities here, and the discharged wastewater is discharged downstream through the underground pipe.
Where is the water discharged here? The reporter crossed the road in the park and came to a sewage inspection port marked Jiujiang Huafuyin. There was a lot of feces in the sewage drainage channel, which was dirty and disgusting. This sewage monitoring port faces the Yangtze River, and the wastewater discharged from the industrial park will go along this canal, pass through this hole, and be mixed with these sundries and oil pollution, and directly discharged into the Yangtze River.
Half-hour observation: how "inspector blue" becomes "everyday blue"
A day ago, it was smoky, and a day later, it was clear. The naivety of Wan Li and pengze county Jishan Chemical Park was magical, and it changed as soon as it was said. The pollution problem in Jishan Chemical Industry Park has a long history. With the successive rectification actions, the tide rises and falls, and the weather is uncertain.
