It put forward 49 rectification tasks from three aspects: upholding the Party’s leadership, strengthening Party building and strictly administering the Party in an all-round way, and defined the leading party members, responsible units and responsibilities respectively. In strict accordance with the requirements of the Central Leading Group for Inspection Work and the Party Committee, all departments and units take the initiative to claim tasks, formulate specific rectification plans, decompose and implement tasks, and ensure that responsibilities are assigned to people and put in place; Adhere to the right to change, establish a reform, and implement the inspection and rectification tasks with high standards and strict requirements.

The party secretary has made specific arrangements for the inspection and rectification work many times, put forward clear requirements, personally supervised important rectification tasks, and took the lead in implementing rectification. Other members of the party group are responsible for their own duties, commanding from the front, listening to the inspection and rectification work reports of the departments and units in charge in time, and studying and refining the rectification measures one by one with the main responsible persons of the departments and units in charge, and urging the implementation one by one. All departments and units shall submit the implementation of rectification tasks once a week, and each rectification task to be completed shall be signed by the principal responsible comrades of the responsible unit, and submitted to the leading group for inspection and rectification of the Council for the Promotion of International Trade for approval after being audited by the members of the party group in charge. The Office of the Leading Group for Inspection and Rectification of CCPIT has held nine inspection and rectification supervision meetings and work promotion meetings successively to summarize and sort out the progress of rectification, resolutely return the tasks that are not in place, implement the management of sales number for each rectification task, strengthen work coordination and supervision and inspection, and promote the in-depth development of inspection and rectification.
As of December 12, 42 of the 49 rectification tasks detailed by the Party Committee have been completed, accounting for 85.7% of all rectification tasks. The remaining seven projects, four of which are scheduled to be completed before the end of June 2017, and three of which are long-term tasks, have formulated specific work plans and continuously promoted their implementation. Since accepting the special inspection by the central government, the CCPIT has formulated and revised 71 systems in a targeted manner, and 18 new system regulations are in the process of being formulated.

In the past two months, according to the patrol feedback, we have mainly done the following rectification work.
(1) The rectification of "the leadership of the Party is not strong enough, and the implementation of major central decision-making arrangements is not firm enough and not in place"
1. Seriously study and implement the central government’s major decision-making arrangements and the spirit of the series of important speeches by the Supreme Leader General Secretary. 2. Effectively strengthen the tracking service for the achievements of important economic and trade activities. We will improve the system and regulations, make it clear that all departments and units, local governments and trade promotion committees will perform their respective duties, actively promote the landing of projects, and establish a follow-up mechanism for important foreign-related economic and trade activities. Strengthen the follow-up service before, during and after the event. Do a good job in designing the results in advance, providing supporting services in the event, and collecting the information afterwards. Through interviews, seminars, telephone communication, questionnaire surveys, etc., follow up the business agreements signed by enterprises, the implementation of intentions and the problems encountered, and submit them to the competent government departments in time.
3. Do a solid job in important foreign-related economic and trade activities. First, formulate the Measures for Organizing and Implementing Important Foreign-related Economic and Trade Activities of the CCPIT, and clarify the basic principles, division of responsibilities and supervision and management requirements for organizing and implementing important foreign-related economic and trade activities. Second, in important foreign-related economic and trade activities, carefully plan, establish a database of key contact enterprises, standardize working procedures, and determine relevant requirements.
4. Strictly regulate the participation and holding of exhibitions abroad. The first is to establish and improve institutional regulations. Formulate the Administrative Measures for the Establishment of Exhibition Projects Abroad by the CCPIT and the Interim Measures for the Supervision and Evaluation of Exhibition Projects Abroad by the CCPIT, and standardize the establishment of exhibition projects abroad and the management of fees. The second is to strengthen the supervision of charging exhibitors. Organize industry experts to conduct project demonstration on exhibition projects abroad (border) and formulate scientific standards. Strengthen the supervision of the project implementation process, require the organizer to strictly abide by the relevant provisions of the bidding documents, and prohibit the organizing agent from charging additional fees to the exhibitors, so as to effectively reduce the burden on the exhibitors. The third is to standardize the statistical standards of exhibition area. When making the annual overseas exhibition plan, strengthen research, scientifically formulate the exhibition area, strengthen the implementation of the work, and strictly organize verification.
5. Improve the selection and appointment mechanism and strengthen the supervision and management of cadres. The first is to standardize the selection and employment procedures. Conscientiously implement the spirit of the "Regulations on the Selection and Appointment of Leading Cadres of the Party and Government", revise the "Measures for the Selection and Appointment of Cadres at the Deputy Division Level in the Organs of the China Council for the Promotion of International Trade (Trial)" and the "Measures for the Selection and Appointment of Cadres at or above the Division Level in the Organs of the China Council for the Promotion of International Trade (Trial)" and strictly implement them. The second is to further standardize the management of leadership positions. (2) The rectification of "weak Party building and outstanding spirit in violation of the eight central regulations"

Since 2013, CCPIT has held 106 party group meetings, 48 of which involved party building. The third is to carry out a comprehensive and strict inspection of the party and party building research. During the inspection, the party secretary took the lead and all members of the party group went to five units to conduct research on party building work. The party group instructed the party committees of the organs to conduct comprehensive and strict inspections of the party organizations at all levels of the plenary session and the representative offices abroad every year. 2. Effectively solve the outstanding problems found in educational practice activities and "three strictness and three realities" special education. Revise the Detailed Rules for the Implementation of CCPIT Visiting Groups on Business, issue the Notice on Further Regulating the Management of CCPIT Visiting Groups on Business, strengthen the overall coordination of overseas delegations, and strictly regulate the visiting groups of administrative departments of organs according to the principle of "controlling the total amount, highlighting key points, maintaining pressure and developing services". In line with the principle of being pragmatic, efficient, streamlined and economical, arrange the mission of going abroad on business, and strictly control the number of delegations, countries and days of staying abroad. Strengthen financial audit and strictly control the use of funds for going abroad.
3. Establish and improve grassroots party organizations. First, after internal self-examination, individual grass-roots party organizations that did not change in time completed the general election. Second, according to the needs of institutional reform and adjustment and the development of trade promotion, four grass-roots party committees were newly established to guide eight grass-roots party organizations to complete the by-election work. Adhere to the principle that "Party organizations are built on the front line", and set up the temporary Party Committee of the Secretariat of the B20 Organizing Committee during the B20 Summit in 2016. Third, among the eight grassroots party committees, five grassroots party committees have been equipped with full-time secretaries or deputy secretaries, and the remaining three grassroots party committees are planned to be equipped with full-time secretaries or deputy secretaries in the near future.
4. Seriously carry out the special rectification of the party’s imperfect organizational life and loose management of mobile party member. First, strictly implement the party’s organizational life system. 5. Thoroughly implement the spirit of the eight central regulations. The second is to hold a special organization life meeting to strengthen education and guidance. In late September, the organs of the Council for the Promotion of International Trade and the party organizations of the directly affiliated units held a special organization life meeting with the party branch as the unit, closely following the theme of "thoroughly studying and implementing the spirit of the eight central regulations". The members of the party group took the lead, and the majority of party member cadres contacted their personal reality, thoroughly investigated the problems, seriously carried out criticism and self-criticism, and effectively improved their ideological consciousness and action consciousness in implementing the spirit of the eight central regulations. The third is to supervise and guide, and establish a long-term mechanism. The Council for the Promotion of International Trade clearly stipulates that from the second half of 2016, all departments and units in the Council will conduct self-inspection on official vehicles, office buildings, business trips, conference activities, official receptions, etc. every six months and submit self-inspection reports. The CCPIT will take this special inspection and rectification as a new starting point to promote the comprehensive and strict administration of the Party, continue to take the spirit of the series of important speeches by the Supreme Leader General Secretary as a mirror, the "four consciousnesses" as a benchmark, and the party discipline of party constitution as a ruler, firmly adhere to the political direction, adhere to the problem orientation, adhere to the value orientation, and continue to deepen, consolidate and expand the rectification results with the determination and strength of "stepping on the stone and leaving traces on the iron" and the perseverance and spirit of long-term success.
(A) always adhere to the leadership of the party, to further improve the political stance.
Thoroughly study and implement the spirit of the series of important speeches of the 18th National Congress of the Communist Party of China and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th Central Committee and the General Secretary of the Supreme Leader, firmly establish political consciousness, overall situation consciousness, core consciousness and conformity consciousness, firmly and consciously maintain a high degree of consistency with the CPC Central Committee with the Supreme Leader as the core in ideological and political actions, consciously align with the CPC Central Committee, align with the party’s theory, line, principles and policies, align with the decision-making and deployment of the CPC Central Committee, and achieve the firm response advocated by the CPC Central Committee and the firm implementation of its decisions. Further improve the political position, study and clarify the functional orientation of the CCPIT, actively adapt to the new normal of economic development in accordance with the requirements of the central government to promote the overall layout of the "five in one", coordinate and promote the "four comprehensive" strategic layout, firmly establish and implement the new development concept, give full play to the role of the party group in taking the overall situation and coordinating all parties in promoting the reform and development of trade promotion, fully promote the innovative development of trade promotion work, and implement the party’s line, principles and policies and major central decision-making arrangements. Adhere to the principle that the Party is in charge of cadres, strengthen the leading and checking role of the Party group in the selection and appointment of cadres, set strict standards, improve systems, improve policies and standardize procedures, and build a scientific and effective mechanism for selecting and appointing cadres.
(B) earnestly strengthen party building and consolidate the party’s grass-roots organizations.
Firmly establish the concept that "it is our duty to do a good job in party building, it is dereliction of duty not to do it, and it is incompetent not to do it well", insist on strengthening party building in a prominent position, and adhere to the principle of "one post and two responsibilities". Attach great importance to the self-construction of the party group, take the lead in serious political life within the party, carry out in-depth criticism and self-criticism, and always be under the supervision of the party organization and the masses in party member. Give further play to the role of the leading group for party building work, and actively support the directly under the authority Party Committee in fulfilling its leadership responsibilities for party organizations of organs and directly affiliated units. Combine the "two studies and one doing" study and education, further standardize the political life within the party, and seriously solve the problems such as the untimely change of party organizations and the imperfect "three meetings and one lesson" system of grassroots party organizations. Strengthen the supervision and inspection of party building, the training of party cadres and the education management in party member, so that the role of party organizations, party cadres and party member will be more prominent. Pay close attention to the appointment of party Committee secretaries or full-time deputy secretaries in the party committees of relevant directly affiliated units. Find out the base, grasp the situation, and further strengthen the education, management and supervision of mobile party member. We will sort out and standardize the opinions on the implementation of the spirit of the eight central regulations, deepen in persistence, persist in deepening, and strictly control implementation, and constantly enhance the ability of self-purification, self-improvement, self-innovation and self-improvement.
(3) Implement the requirements of strictly administering the party in an all-round way and continuously strengthen the "two responsibility"
The leading group of CCPIT has earnestly fulfilled the main responsibility of strictly administering the Party in an all-round way, conducted pressure at different levels, and decomposed the responsibility at different levels, implemented the responsibility of strictly administering the Party to every party organization and every party member cadre, and promoted the management of the Party from "loose and soft" to "strict and hard". Actively cooperate with the discipline inspection team of the Central Commission for Discipline Inspection in the Ministry of Commerce, support the directly under the authority Commission for Discipline Inspection to effectively perform its supervisory responsibilities, make full use of the "four forms", and strengthen the accountability of supervision and discipline. Efforts will be made to strengthen the education, management, supervision and accountability of leading cadres at all levels, especially the "top leaders" and leading cadres in key areas and key positions, so as to ensure that they are really strict, dare to be strict, and long-term and strict. Conscientiously implement the "Regulations on Inner-Party Supervision in the Communist Party of China (CPC)", strengthen supervision and management, persist in grasping early and small, and resolutely put discipline ahead. (4) Improve the system and mechanism and build a long-term mechanism for managing the party.
Taking this patrol and rectification as an opportunity, we should draw inferences from other countries, dig deep into the root causes of the problems, continue to strengthen the system construction, formulate and improve the system provisions on selecting and employing people, party organization construction, prevention and control of clean government risks, implementation of the spirit of the eight central regulations, financial management, asset supervision, foreign affairs, management of going abroad on business, exhibition forums, commercial laws and trade arbitration, and further tighten the system cage. Pay close attention to the implementation of a series of related systems, such as exhibition approval, leaving no "secret door" or "skylight", making it forbidden, and promoting the normalization and long-term effect of work style construction with rigid system provisions and strict system implementation. In violation of rules and regulations, damage to the interests of the masses and rectification is not timely, not in place, resolutely investigate and hold accountable.
The party group of CCPIT will make good use of the inspection results, turn the new understanding and improvement of this special inspection into new impetus and new situation, give full play to the advantages of CCPIT’s identity of "being both an official and a citizen", its four-in-one system and its channel advantages of close contact with domestic and foreign industrial and commercial circles, and take the implementation of the "Belt and Road" strategy as the guide to further promote the function of CCPIT, accelerate transformation and upgrading, and better serve the overall situation of the party and the state.
